The State of Indiana Family and Social Services Administration (FSSA) has contracted with Maximus to manage the Indiana Level of Care Assessment Representative (LCAR) Services. Currently in the first of a two-phase implementation, this portfolio of services brings a comprehensive, integrated approach to Level of Care (LOC) assessment processes.

Maximus provides online PASRR Level I and Level II IDD screening and online Level of Care utilization review for long-term care populations across Indiana. At the completion of the LCAR phase I implementation, a new process role will also be added for the managed care entity (MCE) This new role will allow them to complete Level of Care (LOC) assessments for anyone in the PathWays Waiver.

With the implementation of Phase II, Maximus will expand its scope of services to conduct Level of Care Assessments on individuals seeking nursing facility care, individuals in the PathWays Waiver, TBI Waiver, and the Health and Wellness Waiver. Additionally, Maximus will provide Options Counseling and Medicaid Application Assistance.

  • FSSA and Maximus Move Toward Phase I Launch for the Indiana Level of Care Assessment Representative (LCAR) Services | Review On-Demand Webinar Detailing the MCE’s New Role | Register for AssessmentPro

    The Indiana Family and Social Services Administration (FSSA) and selected partner, Maximus continue to move toward the upcoming launch of the Indiana Level of Care Assessment Representative (LCAR) Services.  These changes will bring new innovations and a comprehensive, integrated approach to several of the State’s assessment services. 

    The introduction of LCAR Services will take a two-phased approach. MCEs will play a vital role in changes planned for the Level of Care submissions process in Phase I. These changes will focus on adding a Managed Care Entity (MCE) role so that Level of Care (LOC) assessments can be completed by MCEs for anyone in the PathWays Waiver. FSSA anticipates a July 1 implementation for these new processes to go into place.

    In Phase II, Maximus will begin conducting Level of Care Assessments on individuals seeking nursing facility care, individuals on the PathWays Waiver, the TBI Waiver, and the Health and Wellness Waiver. Additionally, Maximus will provide options counseling and Medicaid Application Assistance. More will be shared about the timeline and next steps for Phase II later this year. 

    Note: LCAR will not be doing LOC assessments or options counseling for the CHOICE program.
     

    WHAT’S NEXT? Prepping for New Process Changes

    Maximus will lead Phase I process changes for LOC submissions – hosting webinars, on-demand training videos, and resources that MCEs will need to ensure they’re ready to take on this new role.

    The State of Indiana Family and Social Services Administration (FSSA) is pleased to announce the upcoming launch of the Indiana Level of Care Assessment Representative (LCAR) Services. Planned for a two-phase implementation, this integrated portfolio of assessment services will bring new innovations and a comprehensive, integrated approach to assessment services.


    What role will the Managed Care Entity (MCE) provider play in this transition?

    The MCE provider will play a critical role in Phase I changes to the Level of Care submissions process. This transition will add an MCE role so that Level of Care (LOC) assessments can be completed by MCE providers for anyone in the Pathways Waiver. The State currently anticipates implementation of this new process change on July 1, 2024.


    How can I learn more about Phase I next steps and expectations?

    Long-time State PASRR partner, Maximus will lead this process change for LOC submissions. Over the next several months, the company will support MCE providers with webinars, on-demand training videos and additional resources needed to understand their new role in LOC processes. The Maximus team will also provide comprehensive guidance on setup and use of the AssessmentPro assessment management system, which MCE providers will use for LOC submissions.
